Just my .02 that you may have already considered.....
SFD and MFD (duplexes) would get a department's usual RIT response.
ANY commercial, governmental, or public assembly occupancy would active a RIT Task Force response.
One aspect that should be considered (although I will admit I have no solution to offer) is trying to get the rescue elements closer to the scene; it does us little good to park all the toys so far away.
Ask/request that all participating units devote one (1) day of training together annually at BCESTC in order to ensure that all the players are using the same playbook....
If you're going to designate a "RIT Task Force Leader", also designate deputies in descending order...that way if the Leader is unable to respond, one of the other chief officers can step in.
Consider using other officers as RIT Task Force Leaders...there are a bunch of well-trained, well-motivated, well-informed line officers out there more than capable of overseeing the rescue process...this doesn't have to be a "chief only" deal.
Although this is a separate issue, it's kinda inter-related and directed towards Chief Devlin: dispatch/designate a trained Incident Safety Officer to work in conjunction with the IC and RIT Task Force Leader...in my opinion, this is frequently overlooked or the IC tries to handle the responsibilty in addition to running the scene...not a good thing in my estimation.

I agree 100% for that idea. I wish the powers to be here in Camden county would consider something along that nature. Here in pennsauken all of the 6 companies are just about equally trained in RIT ops. Although during responses only 2 of the 6 are utilized. Station 3's Mack Rescue and for township wide response. And Station 5's Squad Co. for Sta 3 and Sta 6 local due to Sta responding into there own first due and sister company. One thing that does not happen in this town and I see all over burl-co and spots in Burl-co is that you will see ladders at most of the windows. Usually here it maybe one ladder if that. We have been trying to explain to all the companies if you are not doing anything on the fire-ground, just to toss a ladder to an upper floor for the guys if the crap hits the fan. But with our recently installation of a Safety Battalion we are on the move to appoint another one for duel coverage and better input to the OIC. The one thing that is always hard in this town is apparatus accessibility. With some of the streets here in town just wide enough to fit a Class A pumper, its hard to give access even for the Truck Co. or that fact any other specialized piece. And as of recently after discussing with some people they have dispatched additional RIT companies on Commercial jobs to standby at different points around the building. So it may be a work in progress but certainly something well needed. And Ill give it to Burl-Co, you guys are on the way to something good.

Yes, I do agree with a designated ISO. My concern would be how would we identify those who are ISO trained and how could we have them assigned during an event.
