The obvious answer is that the tool weighs too much. I know our Jaws were placed on the bottom sheft which is rated to 500LBS, for this reason. Check the weights, maybe the tool is heavyer then the unit and you can switch them.
Weight was a concern when we purchased our new engines. That's why we went with the pull out tray with a 500LBS rating in that compartment. All of the other compartments with pull outs have a compacity of 250LBS.
