There appears that the fire has run across the roof. Also it seems that there is no smoke coming from the windows. It looks like maybe an attic type space burning. So I would send a hose team in to do some recon on the interior. Depending on there report if they can safely (no interior collapse) make an attack have them hit the fire. Other wise that ladder pipe is going into service.
This is yet another fire I wish I could see a 360 of this building.

Not worth going into at all. (as long as there's no victims trapped reports)
You need 3 things.
A Deck Gun A Step Gun A Ladderpipe
Fire out <1 hour

Defensive first. I assume that the Ladder was positioned there for a reason other than good publicity for Biddeford. Knock the bulk and get your truck crews ready with pike poles. 10 to 1 this kennel has a drop ceiling with all kinds of nasty shit above. Any crew inside, first priority is overhead and as Papa always preaches, "bring the BIG gun". This is an almost classic example of an insurance company knockdown and rebuild already. The only reason to move inside is to not have to sit outside pouring water on it. Secondly, put the trailer hitches that are coming on most chiefs vehicles these days to use and throw a strap on those gates out front and get them outta the way. Also, this is where info from your inspectors comes in handy, this type of business is notorious for hanging air handlers etc from the rafters of the A frame above the drop ceiling. Since the bulk looks to be in this area, collapse or falling units is a definite concern.
