break out the mass tags and call for ems task force with multi rescues,cranes,staging areas,triage,coppers and county wide comm bus. O yea and coordination!!!!

Set up a command post with the FD, PD, and EMS. I would call for mutiple EMS taskforces to assure BLS, ALS, and Rescue companies coming in. I would also request numerous BLS strike teams and place multiple helicopters on standby until I figure out the extent of injuries. Have a staging area set up on both sides of the highway. Deploy units as needed. Notify County HazMat due to the amount of fluids on the roadway and tractor trailers involved. Try to find out what's in those trucks. Find out from Central which hospitals can handle how many patients.

Would you consider running this as two seperate incidents? One for each side of the highway?

You could! but for resource management reason and a whole lot of less confusion. I would consider two branch approach Like South Branch and North Branch. You could also consider the Area Command concept with the 2 separate incident underneath that but that chews up alot of people to take care of certain function with in that structure. This maybe a level i3 incident but probably has only a few operational periods.
